The following agencies, entities and organizations work in
collaborative fashion with the Tulare County Organization
for Vocational Education, Regional Occupational Program to
further the common interests of each, either through jointly
shared missions, the leveraging of resources, or by providing
an invaluable support service in the effort to foster both
personal and economic development in Tulare County, the region
and the state.
California
Association of Regional Occupational Centers and Programs
The mission of CAROCP “is to support ROCPs in providing
exemplary career development and workforce preparation which
contribute to student success and to economic development
of California.”

Department of Education
ROCP
Unit - CDE staff provides statewide leadership and technical
assistance along with curriculum resources, coordination,
and certification in direct support of the 73 Regional Occupational
Centers/Programs that administer career and technical education
instructional programs in association with the statewide
K-12 public school system.
Carl
D. Perkins Unit - CDE staff provide statewide technical
assistance in the interpretation, program development, application
process, fiscal management, data collection, and accountability
report documentation associated with Secondary (Section
131) and Postsecondary (Section 132) Carl D. Perkins funds
for the promotion and development of educational activities
that meld academic, vocational, and technical instruction.
This CDE Unit is responsible for the collection of enrollment
and accountability data associated with Regional Occupational
Centers/Programs and Adult Education Programs.
California
State University, Fresno
Central
California Center for Health and Human Services (CCCHHS)
The goal of the Allied Health Academies Project, as a sub-group
of the CCCHHS, is to develop and implement a regional approach
to addressing allied health related workforce shortages
in the Central San Joaquin Valley by cultivating an educational
pipeline to attract and guide students toward careers in
the allied health professions.
Kremen
School of Education and Human Development
In association with the Office of the Associate Provost
an articulation agreement exists enabling students who are
both interested in pursuing a career in the educational
field and that complete the TCOVE ROP Careers in Education
class an opportunity to apply, through the Uni-track process,
for EDH 50 articulated credit at CSU, Fresno. This articulated
credit is transferable through out the California State
University system.
Central
Valley Regional Center (CVRC)
The CVRC is a California state funded private, nonprofit corporation
established to provide services for individuals with developmental
disabilities. TCOVE, in conjunction with the Department of
Developmental Services (http://www.dds.ca.gov) and, locally
with CVRC, provides testing/training certification for Direct
Support Professional (http://www.dds.ca.gov/dspt/dspt_main.ctm)
community-care-facility-employed staff.
College
of the Sequoias
The California Community College system affords students local
access for both personal and professional growth by providing
opportunities for post high school continuing education, vocational
certification, associate of arts/science degrees and by acting
as a pathway to four-year colleges and universities that lead
to the completion of bachelor degrees. The following College
of the Sequoias associated events, projects, and departments
highlight the more direct connection to career technical education
and TCOVE.
Giant
Tech Prep Expo
An annual springtime competitive event for Kings and Tulare
County high school students hosted by College of the Sequoias
and jointly coordinated various local educational entities.
John
Deere Company
Through a partnership arrangement with College of the Sequoias,
the John Deere Company utilizes a large shop/classroom at
the TCOVE Training Center to house a Pro-Tech continuing
education program that upgrades the skills of local John
Deere Company vendor-employed staff.
Tech
Prep Consortium
A collaborative effort of local educational entities to
promote and encourage high school students to continue career
and technical education at the post-secondary level through
the articulation of like course curriculum between the community
college and secondary institutions.
Tulare-Kings
Counties Public Safety Training Center
As part of ongoing efforts to maintain and upgrade the skills
of local law enforcement personnel the College of the Sequoias
is establishing, at the TCOVE Training Center, a Perishable
Skills Training Center. This project is being funded through
a Police Officer Standards Training grant and is expected
to be operational by March 1, 2003.
Vocational
Education
TCOVE ROP students enrolled in the Mt. Whitney High School,
Visalia USD ROP Building Trades class share in the on-sight
construction of the College of the Sequoias student project
house.
The
Tulare County Office of Education
Under the governance of Jim Vidak, Tulare County Superintendent
of Schools, TCOE provides leadership, support and services
to students, teachers and administrators associated with all
Tulare County school districts.
External
Business Services
This TCOE Division fulfills the role and function as TCOVE’s
fiscal agent whose administrator and staff support, guide,
collect and process fiscal, budgetary and legal business
in accordance with state and federal practices and reporting
requirements.
School-to-Career
Project
Operating under the TCOE Instructional Services Division,
the S-to-C Project leads, guides, and supports both school
and community based projects and activities that enable
students and teachers to connect and leverage resources
with community based organizations and businesses to further
students’ and educators’ understanding of the
link between academic preparation, career and technical
training, and the transition to the world of work. The S-to-C
Project operates several on-going projects including Pathfinder
and Team Horizons, Learning and Doing and Kids and the Power

CISCO
Systems Network Academy
Operating under the TCOE Instructional Services Division,
the CISCO System Network Academy serves as the local educational
agency that leads, coordinates, monitors, trains, and provides
continuing educational support for teachers and administrators
who are offering CISCO System certified internetworking
courses of instruction at area high schools or community
colleges.
Tulare
County Workforce Investment Board (TCWIB)
TCOVE, in conjunction with many other educational entities,
career, and technical training program providers and community
based service providers, operates collaboratively under Memorandums
of Understanding with TCWIB as part of the Tulare County Employment
Connection system to “provide comprehensive workforce
development system resources through easily accessible services
for employers and jobseekers to promote employment and business
development in Tulare County.” The TCWIB serves as the
local workforce area administrative agency for carrying out
the mandates of the Workforce
Investment Act (WIA).
Porterville Health Care Employment
and Training Needs Task Force
TCOVE, south Tulare County area health care providers, civic
leaders, local city governments, community based organizations,
Tulare County Workforce Investment Board, unified school districts,
and area community colleges have formed a task force to assess,
document, develop, and implement an action plan to address
both the immediate employer need for skilled nursing professionals
and to establish a recruitment and skills training network
which will provide an ongoing supply of future nursing and
allied health care professionals.
Porterville
College
The California Community College system affords students local
access for both personal and professional growth by providing
opportunities for post high school continuing education, vocational
certification, associate of arts/science degrees, and by acting
as a pathway to four-year colleges and universities that lead
to the completion of bachelor degrees.
Specifically, TCOVE ROP students enrolled in the Porterville
High School, Porterville USD ROP Building Trades class share
in the on-sight construction of the Porterville College student
project house. Also, TCOVE ROP students enrolled in the Granite
Hills and Monache High Schools, Porterville USD ROP Careers
in Child Care and Education classes are affiliated with Porterville
College’s Kids Country Campus and Infant Center.
