The primary purpose in the establishment of California’s
ROC/P was to create a vocational education delivery system
that would both augment existing vocation high school programs
and serve all students, regardless of the geographic location
of their resident or their school district of attendance.
The concept of regionality was to allow for greater flexibility
in program offerings and locations, and to give students the
opportunity to select from a larger number of course offerings
than could be provided adequately, efficiently and economically
by a single district.
Regional occupational centers and programs are designed to
offer instructional opportunities to all students over the
age of 16.
ROC/Ps serve the needs of the community and the state through
industry and educational partnerships that provide students
with current, relevant instruction for entry level employment,
upgrading or retraining and to prepare for advanced technical
training and or educational advancement.
The San Joaquin Valley along with the state and nation has
seen significant economic change during the past ten years.
Future projections of population growth and business development
activity for the Valley indicated a transitioning from a primarily
agriculture based economy to an economy more reliant on construction,
environmental support, retail, services, transportation, telecommunications
and manufacturing.
To address the necessity of a quality workforce that will
need higher order skills and technical training the educational
community must be responsive to the local, regional and state
employment and economic requirements and be flexible in order
to adjust to and embrace new career opportunities and emerging
technologies.
All students need a solid academic foundation that can be
strengthened and enhanced through the application of a work-related
curriculum of advanced occupational and technological skills
training that fosters learning as being crucial to career
success and community involvement.
In all, the TCOVE ROP along with all California ROC/Ps provide
the funding augmentation, flexibility, methodologies and curriculum
to provide an exemplary career development and workforce approach
and are a major resource contributor to the development of
a highly skilled and diverse workforce.
