REPORT ON VOCATIONAL PROGRAM COMPLETER PLACEMENT

(TO BE SUBMITTED BY ALL UNIFIED AND UNION HIGH SCHOOL DISTRICTS, COURT AND COMMUNITY SCHOOLS, ADULT EDUCATION AGENCIES AND ROCPS)

 

This document provides the instructions and forms needed to complete the student placement report required of all local educational agencies (LEAs) conducting vocational and technical education programs. Authority for the placement report is provided in Section 113(b)(1)(A)(iii) of the Carl D. Perkins Vocational and Technical Education Act of 1998 and in Section 8007 of the California Education Code.

 

The 2000-2001 CDE 101-E-2 report includes two sections.  Unified and union high school districts, regional occupational centers and programs, and county-operated court and community schools should use Section I to report placement data on 12th grade completers of secondary vocational programs. Adult school agencies and regional occupational centers and programs should use Section II to report placement data on adult completers of vocational programs.

 

Reminders: 

¨     The vocational program completer information provided in the LEA’s 2000-2001 CDE 101-E-1 report should be used as the basis for

the follow-up effort.

 

¨     Placement data are mutually exclusive.  Students engaged in two or more activities simultaneously should be counted only once.  Use the   following criteria to place students in Column B, C, or D of the Section I and II reports:  Students who work and are on active duty in the military should be counted as on active duty in the military, only (Column B).  Students who attend further education and who work should be counted as attending further education, only (Column C).

 

Instructions for Completing Section I—Placement Report on Secondary Vocational Program Completers

Enter name of LEA

 

Enter in Column A the total number of 12th grade vocational program completers reported in Column A on Page 8 of the CDE 101-E-1 report for 2000-2001.

 

Enter in Column B the number of 12th grade vocational program completers from Column A who are on active duty in the military by December 31, 2001.

 

Enter in Column C the number of 12th grade vocational program completers from Column A who are enrolled full- or part-time in a public or private 2- or 4-year post-secondary institution, propriety school, or training program by December 31, 2001.

 

Enter in Column D the number of 12th grade vocational program completers from Column A who entered full- or part-time employment in occupations related to completed vocational programs or in occupations not related to completed vocational programs by December 31, 2001

Instructions for Completing Section II—Placement Report on Adult Vocational Program Completers

Enter name of LEA

 

Enter in Column A the number of adults who were program completers as reported in Column D on Page 7 of the CDE 101-E-1 report for 2000-2001.

 

Enter in Column B the number of adult program completers from Column A who are on active duty in the military by December 31, 2001.

 

Enter in Column C the number of adult program completers from Column A who are enrolled full- or part-time in a public or private 2- or 4-year post-secondary institution, proprietary school, or training program by December 31, 2001.

 

Enter in Column D the number of adult program completers from Column A who entered full- or part-time employment in occupations related to completed programs or occupations not related to completed programs by December 31, 2001.

 

DEFINITIONS

 

LEP:  “Individual with limited English proficiency" means a secondary school student, an adult, or an out-of-school youth, who has limited ability in speaking, reading, writing, or understanding the English language, and—(A) whose native language is a language other than English; or (B) who lives in a family or community environment in which a language other than English is the dominant language.  Authority:  Section 703(a)(1) of the Elementary and Secondary Education Act of 1965; 1998 Perkins VTEA, Section 3 (13)

 

Disabled:  "Individual with disabilities" means (1) any individual who—(l) has a physical or mental impairment that substantially limits one or more of the major life activities of that individual; (ii) has a record of impairment described in paragraph (I) of this definition; or (iii) is regarded as having an impairment described in paragraph (I) of this definition; (2) any individual who has been evaluated under part B of the IDEA and determined to be an individual with a disability who is in need of special education and related services; or (3) any individual who is considered to be disabled under Section 504 of the Rehabilitation Act of 1973.  Authority:  42 U.S.C. 12102(2); 1990 Perkins VATEA, Section 521(19)

 

Single Parents (SP):  "Single parent" means an individual who—(1) is unmarried or legally separated from a spouse; and (2)(i) has a minor child or children for which the parent has either custody or joint custody; or (ii) is pregnant.  Authority: 1990 Perkins VATEA, Section 521 (30)

 

Displaced Homemakers (DH):  “Displaced homemaker" means an individual who—(A) is an adult; and (B)(i) has worked as an adult primarily without remuneration to care for the home and family, and for that reason has diminished marketable skills; (ii) has been dependent on public assistance or on the income of a relative but is no longer supported by such income: (iii) is a parent whose youngest dependent child will become ineligible to receive assistance under the program for aid to families with dependent children under part A of Title IV of the Social Security Act within 2 years of the parent's application for assistance under this Act; or (iv) is unemployed or underemployed and is experiencing difficulty in obtaining any employment or suitable employment, as appropriate, or (C) is described in subparagraph (A) or (B) and is a criminal offender.  Authority: 1990 Perkins VATEA, Section 521(14); 1998 Perkins VTEA, Section 3 (7)

 

Nontraditional:  “Nontraditional training and employment” means occupations or fields of work, including careers in computer science, technology, and other emerging high skill occupations, for which individuals from one gender comprise less than 25 percent of the individuals employed in each such occupation or field of work.  Authority: 1998 Perkins VTEA, Section 3(17)

 

Adult:  An "adult" is an individual 18 years of age or older, or has completed and left high school, or is under the age of 18 and is an emancipated minor.

 

Vocational Program Completer (VPC):  A secondary VPC is a student who has completed the capstone course in a sequence of courses or units established for a vocational/technical education program, or who has successfully completed an industry-validated examination for a program.  An adult VPC is an adult student who has completed a vocational/technical education program and, where available, receives a Certificate of Completion.  An adult student who leaves a vocational/technical education program prior to the end of the program-year to accept employment in a program-related job may be counted as a vocational program completer.
